The DEA is an American Federal Agency fighting against drug traffic. It has 237 investigative offices and 80 foreign agencies scattered around 58 different countries.
In this pool, two men: Sonny Riva and Matthew Deadrick. The first, being a veteran of the agency and a recognized man of action, is sent in the Colombian jungle to retrieve a senior U.S. official kidnapped by traffickers.
The second is still a novice full of ideals. His mission consists in infiltrating the business by getting close to the beautiful Flor Pastor, daughter of a drug kingpin and a figurehead of the jet set in Miami.
Their paths will meet on the trail of the Kafka Protocol. Designed by senior U.S. officials, this cynical and secretive plan has for objective to heighten the control of the drug trade by allowing two powerful cartels to unify.
